I think you need a P2000 (not M) for 4k transcoding.
M is maxwell, P is pascal.
Hmm dunno.
Tautulli can show a more details on the transcoding, if you have or can install that.
That said maxwell is the older generation, so while it may support enc/dec, it may simply not have enough power to do both real time.
Also, since you are going through virtualization that will add over head too.
Also need to look at your IO.
You also don’t specify if your plex vm is windows or linux.
Plex on Linux currently does not support NVDEC so CPU decode 4k, GPU encode 1080.
All that said, I can’t recall any posts about someone using M2k, pretty much everyone is using P2k.

Since other users (headless) have seen improved performance with the dummy plug, I guess I’l give it a go.

It looks like HW is in play for encode/decode. I doubt a dummy plug will change anything.
The dummy plug didn’t come in yet, but I did plug in a 4k monitor.
It hovers around 11% with a 4k to 1080p stream going but gives up after a lot of buffering.

Quick question, were you ever able to get the M2000 running? I feel like it would be a good step up from my first gen i7, but I don’t mind spending more to get the P2000 (a used M2000 is ~half the price of a used P2000) if you never had any luck with 4K transcodes on the M2000.

Re-reading this I just realized that the m2000 is a gm206 which is the same as the 960gtx (which is what I have) and obviously does support 4k decode. And even better has the unrestricted encoder.
When I had it in my test plex box (not currently active), I as able to get 2 4k/265 > 1080 transcodes working. I don’t think tried any further at the time but its been awhile.
(this was on bare metal no virtualization)
