I’m looking to limit my NAT rule to only accept inbound traffic from specific Plex IP ranges, but I can’t find where they are published anywhere. I could Wireshark it, but would rather have an official list in case I miss one.

There is a list of IP addresses, which are used by the plex cloud to test the availability of your server (once every hour or so). There is an automatically maintained list of these IPs at https://s3-eu-west-1.amazonaws.com/plex-sidekiq-servers-list/sidekiqIPs.txt
Primarily it is not Plex who is accessing your server machine from the outside.
It is the individual player devices of you and the users with whom you’ve shared your server. And these will always have changing IP addresses.
Players/clients will communicate directly with your server. Only on rare occasions will they relay traffic over servers operated by Plex.
