but Plex is direct Play Eac3 5.1 and Not downmixing to Stereo
Your TV is likely doing the downmixing just fine. This is true of a lot of clients. My phones and tablets all receive direct played 5.1 and 7.1 signals that they then downmix to stereo on their end. This is actually preferred imo as it keeps the transcoding load off your server and allows the client to put in the work. It also allows to client to tailor that experience instead of the Plex server trying to guess at what would work best.
