Plex is not transcoding files that are not h.264

Server Version#: Unraid 6.10.3

I have an i5 -8600k with QS and using hardware acceleration, no GPU.

I noticed that Plex recently stopped transcoding files that are not HEVC so files like h.264 are not being transcoded.

What could be the issue?
