When watching Live TV using Plex on some shows there is another voice describing an action . In other words, if someone is walking across a stage the voice will say " She walks across the stage". Is this a vision impaired setting ? How do I turn this extra voice off ?
Yes, this is an ‘audio description’ track.
Some stations are broadcasting these additionally to the regular audio.
And some mislabel them or put them first in the mux, so that Plex is picking them up by default.
You should be able to select the other audio stream in your Plex client.

Unfortunately I can’t tell you because I have no experience with Roku’s. They are not sold where I live.

should be the same on most clients;
- open the play/pause menu - press play or pause or select
- look for the ‘gear’ or other icon that represents settings of some sort
- within the playback settings should be an audio stream, you should be able to choose a different audio stream (if there are any available). select the applicable audio stream, back out to the main video screen, plex will probably pause/rebuffer while it reloads the new content stream.
