Hi,

If I connect my PC to TV via HDMI, and enable passthrough of Dolby TRUEHD(on PLEX and TV), will my Soundbar/Receiver be able to play Dolby Atmos sound? I am currently running Windows 10.

This works for me. Just be away Plex will forget the HDMI setting when your soundbar \ receiver powers off.

Is there any sort of drivers I will need for Dolby Atmos on my PC?

The HDMI driver comes usually together with the driver software for your graphics adapter.
Keep in mind that Atmos with TrueHD requires your HDMI interface to support at least HDMI revision 2.1
Older computers/graphics cards don’t have that and might be only at HDMI v1.4 or so.
