Plex Media Scan not stopping when killing the server

Server Version#: 1.25.4.5487-648a8f9f9
Player Version#: n/a

I installed plexmediaserver on Ubuntu 20.04 with snap and found that when I run sudo snap stop plexmediaserver and then sudo snap start plexmediaserver, I get an error in my system logs saying snap.plexmediaserver.plexmediaserver.service: Found left-over processs ____ (Plex Media Scan) in control group while starting unit. Ignoring. with the ____ replaced with some process number. There are a few lines of this and the process numbers range from 2625 - 2831 not continuously.

After a little while I get the error Plex Media Server is already running. Will not start... and then the service exits with status=1/FAILURE. This just keeps looping until I run the stop command again. Any idea why this may be happening and how to fix it?

Restarting the computer does fix it but this happens everytime, so I was wondering if there is a more permanent solution.

After all the SIGKILL signals are done sending, I get another log saying snap.plexmediaserver.plexmediaserver.service: Processes still around after SIGKILL. Ignoring.
