I have the same issue. I was useing the 1.27 version and it was doing it as well, I have no solutions but someon on here needs to hear this.

@colinwi2 I moved your posts to a new thread. The other thread was for Linux/Docker installations, and your server is running Windows.
You will need to provide a full set of server logs that capture the problem.

Restart Plex Media Server.

When the problem re-occurs, restart Plex and wait 2 - 3 minutes for the server to fully start and the log files to capture the startup events.

Go to Settings → Troubleshooting, download the server log files, and attach the entire ZIP file to the thread.
