I have tried the sequence:
“sudo apt purge plexmediaserver”
“sudo dpkg -i Downloads/plexmediaserver_1.24.2.4973-2b1b51db9_amd64.deb”
multiple times.
But wouldn’t my apt purge have got rid of any plex-related database?

There’s a section on how to collect the server logs manually in the linked support article – if the database has been corrupted you should see a respective message in those logs… otherwise feel free to post them (zip the entire logs folder and upload the resulting file).
apt commands won’t get rid of the server data directory under /var/lib/plexmediaserver. If you want to skip the logs and go to nuke your server immediately you can delete that directory, following the instructions to manually uninstall the server.
