Plex not using all cores during transcoding

My Plex is not using all the cores available when transcoding. It has 16 cores and 32 threads at its disposal, but it is about using 1/3 of each core. Some more than others, albeit none of them at 100%.
Looking at other posts there was some issues with VC-1, however, stream codec says HEVC (pastebin here: https://pastebin.com/PgW4cWRs)

I tried two different movies, both being HVEC and I tried it on my television as well as my computer (playback). I also tried using a sample file from http://jell.yfish.us/ and it uses all cores about 80-90%, and caps at 120mbps HEVC 10bit main 10, whereas the movie is 56mbps, so it should be able to handle it easily. The movie is also HEVC. I tried switching audio to all the avaible audio outputs (TrueHD, DTS-HD and AC3) no luck.

Any ideas?

I need logs please PLUS be advised, certain decode and encode operations have thread count limits.
