Plex not using enough CPU on syn jobs

Server Version#: 1.13.5.5332-21ab172de (Debian GNU/Linux 9 (stretch) via dpkg)
Player Version#: 14746 (release/ios)

Trying to sync quickly over WiFi, so I choose highest on the sync preferences, and on Settings > General > Transcoder, I have it set to “Make my CPU hurt” on Medium quality for background transcoding. As I have many threads (4xE5-4640 @ 8 cores 16 threads each), I expected Plex to take advantage of all cylinders and just crank away at it. Instead, I see this: https://i.imgur.com/uDZlS62.png

Is there a way to tell Plex to just “nice” all threads like it is doing now, but spin up as many threads as possible in parallel so the system doesn’t just sit mostly idle?

At this time, there is no control to that granularity level
