The ability to set a server side throttle for (shared) plex sync would be great.
A total throttle for any plex sync transfer that is going to the internet(not local network) would be great!

I'm wondering this too, now that I've allowed my son at college to sync content.
I signed up for Plex Pass to give sync a try. Every time I try to sync a video, the PlexNewTranscoder process takes every available CPU cycle, driving my CPU utilization to 100% on all cores for the duration of the transcode. Since this is for sync, it does not throttle itself once it has buffered enough video (like a regular streaming transcode).
A server setting to limit CPU utilization or to set processor affinity to limit core utilization for sync transcodes would be great. This would also be great for non-PlexPass users who share their libraries with PlexPass users.
