Appreciate your continued help, I think I must have a corrupt install as I mentioned earlier I am unable to uninstall via control panel as I already did that (although it hasn't physically removed PlexNotify) there's no option to uninstall.
I now receive the following error when trying to install the new file (have downloaded the latest version)
"Cannot start the application, Contact the application vendor for assistance.
Click Here to send this error to the development server and check for known solutions to this problem."

It's fixed. I have to implement aliases for Plex media servers. Each server can have more than 1 IP/hostname. So if your running Plex notify on the same machine as PMS the up address might be 127.0.0.1.But from another machine on the local network the is address might be 192.168.1.2. And your public I address or hostname (over the Internet) might be 13.200.23.54 or like www.mydydns.com

Okay so a few things 1 search for Plex notify on your computer and delete all traces of it. It will be installed somewhere c:\users\*username*\AppData\Local\Apps\2.0
Second make sure you .net 4.5 installed.
Then restart your computer and try downloading it again.

Awesome, I managed to force delete and re-install.
Your tweaks seem to have done the job as I no longer have a dual instance and no auto crash once the push notification hits.

Glad to hear it. I have streamlined the updater so the next update should go smoothly for you. Once i work out all the bugs I'll start adding new features to Plex Notify again.
BTW, you should also add an option to open user config file location additionally to app folder.
In my case:

Does PlexNotify only notify based on watched status? i.e. if I select something to watch for the first time I get a notification but then If I stop that movie and test say 2 hrs later starting the file from the begging I get no notification?

You will get a notification that you stopped it, and 2 hours later, if you stopped it after the 3 minute mark and started it before the 3 minute mark you will get a now playing notification (it will count it as a new play). Otherwise it will count it as a resume and send a resumed notification.

Yeah im doing it that way to accurately track Video views. I can split resume to resume from stop and resume from pause. That would be easy.
So if I am reading the above correctly, the resume from stop would act as if the file was initiated again and send a notification (where it's not at the moment by design)?

The message from stop would probably read something like "TheUser has resumed from stop MyMovie" and from paused "TheUser has resumed from paused MyMovie"

My selfish scenario is that I only want to be informed when a movie has been started (regardless if this has been watched in full or part in the past). I am not really interested in pause, progress and stop [currently].
Is this scenario achievable as my tests so far are hit and miss, if I re-try a tv show or movie I have seen recently I do not receive notification the file has sarted. However if I choose a movie that has not been watched for months (or ever) then I get the notification as intended.

Yeah plex is really dodgy and inconsistent with the View offset (how far you are in the video) it sends when you restart a video from watching it. if you go to http:\\*PLEXSERVERIP*:32400/status/sessions you can see the movies that are playing. Look at the viewOffset, that number is in milliseconds so you need to do viewOffset/100/60 will give you to total minutes watched. If you test this, like start a video and skip ahead, refresh the page so the view offset changes to where you skipped to. Then restart the video. you will see the view offset sometimes does not change and even though the video was re-started, it says you are way ahead where you stopped at. eventually the view offset corrects itself to the proper time when the Plex Media server Cache catches up. I have a few ideas on how to address this like caching values if the previous state was stopped and not storing that information in the database til the view offset has been validated.
