in 2014 I bought Plex Pass Lifetime and now I realized that my account is no longer available and.
I have the PayPal payment receipt.
Looking in the support or in the FAQ I did not find anything.
How can I have it activated again on my account?

Contact the billing department at https://www.plex.tv/contact/.
I wrote to the billing department who responded very quickly giving me instructions to restore my Plex Lifetime subscription.
I found that someone had logged into my account, appeared to be using the correct username and password, and transferred my subscription to another account.
I recovered my subscription by sending a copy of the payment receipt (boughjt 6 years earlier with Paypal) with a copy of my identity document … explaining that I had been robbed.
The assistance service was very fast and accurate.
