Plex player for windows crazy resource usage

when I play a video via the plex player, its very very choppy. (not as if its buffering, as if it can’t keep up).

However, when I play the same file (downloaded via plex, but played via mpc be), it plays perfectly fine.

This isn’t a high powered PC (celeron gemini lake), but it has 8GB of RAM. What I noticed is that plex when visible is consuming a “Crazy” amount of resources vs minimized. I expect it to be consuming some, as I have it downloading videos (due to the fact that it works better for me right now), but the jump between visible and minimized makes me think something is going wrong.

i.e.

visible, I see CPU usage in the 15-20% range. minimized, cpu usage drops to the 4-5% range.
visible GPU 3D usage is basically pegged (90%). minimized it drops to 3%.

now, the video in mpc-be still plays well if the plex app is visible, so my analysis might be faulty as to why plex is having issues playing smoothly (hardware acceleration is enabled in the player). but the jump in cpu and gpu usage from minimized to visible is somewhat disconcerting.

as a followup I stand by my analysis. mpc-be does stutter at times if plex is visible, as if the gpu doesn’t have enough resources available to hardware decode, but is perfectly smooth otherwise.

It doesnt make sense why a plex player that is not being interacted with (i.e. just visible in the background) is pegging the gpu.
