That would require plex to make their own hardware not something they are probably interested in doing.
Setting up a stand alone install isnt that hard, I think Microsoft is making it harder by trying to force cloud account logins, but using windows is your choice. If you know Linux you could throw this on a Debian platform and be running in an hour.
