The power in my area goes out almost every day. I have found no settings in the Plex App and have been researching and found no simple solutions until now. Windows 10 has an app called Task Scheduler that needs to be run as admin. I created a basic task using the wizard to run Plex on start up to point the the Plex exe file under the Program x86 folder. After creating the task, make sure to check in the properties of the task and select to run whether user is logged in or not, and do not store password and click ok. So far I have not ran into any issues doing this. Make sure to run Task Scheduler as an Administrator.

That is how I do it as well. I have to map a network drive and created a .bat file that the scheduler calls. (Change .bat to .cmd). I have seen people do all kinds of crazy things using wrappers having it start as a service etc… Crazy town.
