Plex.tv/pms/friends/all service call not returning all friends with library access

Server Version#: 1.32.6.7371
Player Version#: Web 4.112.0

When I POST to the https://plex.tv/pms/friends/all with a REST client… I get back an outdated list of friends with library access (not including most recently added and confirmed friends - they do have access to my libraries). I need the above service to return a complete/accurate list as this is what OMBI uses for user import.

https://plex.tv/pms/friends/all - xml shows 18 FRIENDS [MediaContainer totalSize=“18” size=“18”]
