Unfortunately, you got it backwards.
ANSI is an old format, it should not be used anymore.
All subtitle and lyrics files for use with Plex should be encoded in UTF-8.
I’ve converted your file to UTF-8. Try it:

You can try and batch-convert them to UTF-8 using an app like Downloads | Notepad++
