That is the version of Plex Web.

The server version is further down the page, in Settings → Server_Name → General.

I took a look at [HDR Metadata Passthrough] - Plex HTPC for Windows, wow, it’s so complicated.

I have never heard of laptops or desktop computers supporting DoVi.

Quite a few laptops do now. My 2 year old Lenovo does (has an OLED display and goes to 1000 nits)

That just means it has an HDR compatible screen. That doesn’t mean it has official support for Dolby Vision.

True, but most laptops with brighter OLED displays are DV certified.

You might want to try Plezy - free and open source. Their Windows app does play HDR (at least on my laptop) https://plezy.app/

Even if these manufacturers are using the DoVi certification as a kind of sales tool, the player software still needs to be licensed for DoVi to actually decode DoVi data. As far as Plex software players are concerned, this is not the case. Neither Plex for Desktop, Plex HTPC, or Plex Web are licensed for DoVi.

They might be able to play HDR10 content though. (which is a license-free HDR format)
Though the source video must have a compatibility layer of HDR10, additionally to the DoVi part. Which is common on UHD Blurays, but not on ripped web streams.

Things can be different on other player platforms. Since the Plex client might be able to use the DoVi-compatibility which may be provided by the underlying operating system of the player device.
But that is most likely only possible if the video stream is not getting transcoded.
