I can only guess… it could be expired or already have been used by somebody else.
I just tried the code one of my non plex pass accounts and it appears to still be valid.
Are you trying to use it on your own account (which appears to already have a plex pass) or a different account?
I am guessing it may only be valid if you do not already have a plex pass.
