Plugins not working

Version 1.13.9.5456

I bought the Nvidia shield for the purpose of network channels (plugins) via the server feature. Trying to retire a 10+ year old PC. I’ve looked for the ways but nothing works. Has the plug-in feature been removed? As the picture shows, the option to install is not present.
