PMS - Video files show incorrect runtime if I/O delay on read

Most source files for my Plex Media Server are located on an external hard disk that enters a low power mode after being unused for a period of time.
If a video is played via Plex (in this case, using the web client) when the hard drive is in the low power state, the drive must first spin up before it can be read, which is a delay of typically up to 10 seconds.
When this happens, when the video starts playing the video file defaults to a 2 hour runtime, regardless of the actual video length. If playing a video to completion while the incorrect runtime is showing, the video pauses at the last frame, but is not marked as watched and the timer continues (very inconvenient if an episode is actually ~22 minutes long).
When encountering this issue, the workaround is to exit the video within Plex and select the item for playback again, which will then show the correct run time and normal behaviour.
The issue has specifically been observed with x264 and x265 files in mp4 and mkv containers, however others may also be affected.
