The Plex HTPC app has excellent pass-exclusive features like adjustable autoplay timers and rewind on pause. Are there plans to bring these features to the standard Plex Desktop app for Windows?

Yes there are. When we bring the new experience to desktop we will not only be bringing these features along, but also plan on bringing back older functionality like we used to have in PMP (Plex Media Player) where you can switch the UI between more of a tv/big picture mode and a responsive usability mode.
