Quality in Plex Desktop App is lower than in web or IOS App

My Server is located in a Synology NAS 415+
Streaming of mkv-Videos is perfect to IOS-Apps, to Samsung Smart-TV and to web-based Plex.

However, using the desktop app installed at the same computer where the web-based Plex version is working perfectly (Win 10, 64bit), every movie is flickering and lagging every 3-4 seconds for half a second. The strange thing is, that the quality options in the desktop app are exactly the same than in the web-version (which works perfectly).

Has anyone an idea?
