I switched my home internet connection away from copper broadband to an LTE 4G solution. Given how networking works with LTE networks is there a way to get Plex available outside my LAN?
Except Plex Relay, unfortunately no.

Your ISP might actively suppressing the use of Plex.
But Iād first reset all network-related preferences on your server to the default values.
I am seeing very weird stuff on your account, with āprivateā addresses getting published as āpublicā
or only IPv6 addresses used for the local connections.
Settings - Server - Network - āShow Advancedā
empty out and disable the following:
- Enable server support for IPv6
- Custom certificate location
- Custom certificate encryption key
- LAN Networks
- Custom server access URLs
Set these to the default values:
- Preferred network interface= Any
- Enable local network discovery (GDM)
- Treat WAN IP As LAN Bandwidth
Settings - Server - Remote Access - āManually specify public portā
Afterwards, restart the server software and let it sit for several hours.
This means not rebooting the Windows machine, but rather Stopping the Plex server using its tray bar icon and then restarting it after a few seconds.
Then just let it sit for several hours.

Iāve got the same setup, server behind a 4G router. CG-NAT so no direct connections, but Plex Relay works well.
Itās 1 Mbit/s for free, 2 Mbit for Plex Pass holders so this wonāt work for high bitrate video, but Iām using Plex mainly for music so thatās enough for me.
Appears everything is now working as expected via the relay (thank you) but strangely still states remote access is not possible on the dashboard

No weirdness anymore. 
Donāt rely on the Dashboard for Relay accessibility.
Go outside with your phone or some other device with a Plex client, signed into your plex.tv account and test whether your server at home is available remotely.
That is expected. The Remote Access status is regarding a direct connection.
Yeah thatās annoying, Plex always shows indirect connections as āremote access not availableā.
If you log on to the web interface, go to Settings youāll see a yellow notification in the sidebar behind the server name, which indicates that the connection is indirect.
Ya know, it would be much nicer if plex would actually indicate when plex relay is in use, at either the server or particular client level.
By the way does your LTE connection have IPv6 or is it IPv4 only?
