As far as I can discern, your server is reachable from the outside. I just tested it.
So if something is failing, it must be caused by something else.
Are we still talking explicitly about Plex clients outside of your home network?
If there is an issue accessing your server inside your home network, the most common issue nowadays is “DNS rebinding protection”, which is active in the DNS resolver.
For most users, the DNS resolver is sitting in their router – unless they use a second router or have added an appliance like Pi-hole to their network.
