Remote streams allowed per user not working

I have set max remote stream to 1. But a user is still able to do 2 streams at the same time.
Not sure what I have done wrong here.

Could it be the samsung tv app?

I have added logs if they are of any help.

Other users gets the not enough slots messsage.

I am currently running Version 1.12.1.4885. I have my limit set to 2. Last night I had a user with 4 streams. Is there a way to fix this?
