Is DTS support not implemented because of the licensing fees you would have to pay to be allowed to implement DTS support into the clients?
If this is the major reason we should start a Poll to see how many users are willed to pay eg. 10€ to get DTS implemented. Or should someone start a croudfunding and once the target is reached you start implementing? For sure first you’ll have to check with DTS how much they want
DTS is supported in principle by Plex (and since a long time already).
If you cannot play DTS through your client device, it is most likely your device’s fault.
Plex Web: will only learn DTS as soon as web browsers support ‘surround sound’ in general.
Plex Media Player: supports DTS both as passthrough over HDMI as well as decoded to multichannel sound hardware.
Plex on PS4: cannot say, as I don’t use it.
Plex Android: same as PS4. But I am pretty sure that at least some devices support it for passthrough.

Android is a hard question to answer… if the Android device ​natively​ supports DTS, it can use the device’s local decoder.
If the Android device is an Android TV, then it will support DTS Passthrough if the ATV is connected to a compatible AVR (in a future update which will land soon)
edit: another, more precise, statement regarding the PS4:
Although the PS4 supports DTS per se, only Sony apps (and those of their special partners) have access to this feature. The software platform on which the Plex app runs, has no access to this.
The best Plex can make of this is to transcode DTS to an other surround format and deliver that to the PS4.

The Xbox One has the same limitation as the PS4 as stated by @OttoKerner. It’s actually a bit worse since even the Media Player app doesn’t support it, pretty much only the Blu-ray player.
