The record option is missing when browsing upcoming TV content. If I select a movie that’s coming up at a future date, it shows “watch channel” and the “… more”, but that just has “file info” and “delete”. Pressing * on anything does nothing. What gives?

Just started running into the exact same issue.
Recording from the web app and Android apps is fine, the issue appears to be only in the Roku app. The option to record is completely missing from Movies.
This only happens with movies, tv episodes can be recorded without issue using the Roku app.
You can view and manage the recording process if it is started on another platform (so if you start a moving recording using a different app you can see and manage the recording via the roku app).
