Roku streaming live TV speed below 1

Server Version#:Was on 1973 but back dated to 1.17.0.1841
Player Version#:Na

I’ve been having issues with the Roku live TV buffering and drops and I think I found the problem. My transcode speed under stream info on Roku is fluctuating anywhere from .3 to 1 remote and local. With only two people on. Not sure how to fix this as it says it’s a CPU issue but my CPU doesn’t handle the transcode and neither CPU or GPU are above 7%. Also I have no antivirus and all programs I’ve disabled for testing purposes.

Live TV stream info speed is anywhere from .3 to 1

Watching a movie or recorded content with Hardware transcoding is anywhere from a 6.2 to a 6.8

Troubleshooting so far
Upgraded to Nighthawk ax12 2.2 quad core router with 5 Gbps port.
New Cat6 wire throughout home
New server network card to support 5 Gbps network
Updated all drivers
Watched CPU for any random spikes, So far none

Setup
I7 8700
Gtx 1070 modded drivers
32gb ddr4
Ssd for plex and transcode folder
500/500 meg internet
14 roku’s
2 Nvidia Shields
All hardwired
Except some Roku TVs, but dropped down to four bit transcode rate. Eventually I’d love to be able to direct stream live TV without it getting stuck at 33%. But that’s been an issue for over a year now. Think it has more to do with the Roku device because my Nvidia Shield doesn’t do it.

Any insight would be greatly appreciated. My goal is to get stability back on the server.

This could be the cause of the issue. I realized this tonight. H265 causes everyone on server to buffer
