I have searched the forums and found many posts regarding this topic. Unfortunately, I believe, there has been no acceptable resolution that I can locate.
I understand that the Roku platform is not MPEG-2 compliant and streaming Live TV (for the most part) requires MPEG-2.
Please correct me if I got that wrong.
I have committed my household to dropping the expensive rental fees of our three Set-top boxes and moved to a HDHomeRun - Three Tuner with a rented M-Card.
I have until the 16th of this month to return our old equipment before I’m charged for it.
I really do not want to call them and cancel my new contract as I did get a good deal.
All my TV’s are either TCL Roku TV’s or using a 2018 version of the Roku Stick. All of them are Buffering. The wife is not happy and neither am I.
I made all the recommended adjustments to the server and app. Moved the trans-code directory to my SSD, set all the Apps to Original Quality and clicked the Allow MPEG-2 check-box.
No Joy!
Is there a fix for this? If not, would moving to the Amazon Fire Stick alleviate the buffering issues?
Based on my experience, Live TV only. It will never be as responsive as a cable/sat box.
Starting with the Server, i3 or better with 8GB of RAM. DVR takes very little resources but Live TV because of what Plex is doing on the server can use a quite a bit CPU/Memory/Network especially if two devices try to watch the same channel at the same time.
Roku uses HLS for streaming so that pumps up the bandwidth requirement, I regularly see 50Mb/s for a single stream. If you are wireless, then many devices will make for poor performance.
Roku settings are profile level 5.2, no force direct play and auto/Maximum for other settings.
DNS can be a factor make sure the Rokus are seen as local and not remote.
Without further server details, I would say you have slow wifi.

The Server is Wired to the Router and the TV’s and Roku Sticks are wireless @ less than 50 feet. Either through walls or a floor.
The farthest Stick is on the other side of the house and that is connected to a Hard Wired Access Point. That access point is my old router, a Night Hawk R7000 in AP mode.
The TV with the most buffering issues is the 4K TCL with Built in Roku. The other two are sticks I purchased last year. They are both the Roku Streaming Stick+ (4K).
Any chance you can connect one of the TV’s with an ethernet to eliminate the WiFi? Then review the settings.
If that doesn’t work then you will need to go to Server > Settings > Troubleshooting and download the logs to paste here. Only way to get help from a Plex support.
