Why do some movies in my library display with the hour/min format but some only in min format, e.g. some show as a runtime of 1 hour 30 mins but some show as 90 minutes? Why the inconsistency?

Look closer. You may find that one has e.g. 89:45 min while the other has 1:30:19 h runtime.
I’m not clear on your explanation. What do I need to look at closer?
Examples:
Is it that when under 100 Minutes it displayed like in Acts of Vengeance? Don’t think so…
Look at the actual runtime of the video file, including seconds, in the plex media info.
Will that explain the differing Metadata displayed?

Probably because a runtime of e.g. 1:10 hr just looks weird. I guess it’s a tradtitional thing to use only minutes for runtimes below of 90 minutes.
Ok, it never accrued to me that it looked odd 1hr 5min. Then if you look at metric measurements
2 Meter 5 cm, rather than 205cm. I see the point somehow.
Then again in imperial 2 feet and 3 inch does not, it’s very subjective.
