Samsung phone wrong language

Not sure who and where do I contact on this.
My Samsung Galaxy Phone A715g with PLEX app when playing live tv playing Spanish.
PLEX server has HDhomeRun Prime on Comcast
Phone is set to English
When playing live TV channel click the 3 dots it show setting on English
Must switch it to Spanish then back to English for it to play correctly.
This has been going on for over 2 years.
Figured one day someone would fix the bug…But that day never happened. Now Im thinking it just might only be me having this issue.
Any recommendations?

P.S. Any other device like Fire Stick or Smart TV the Live TV audio is correct! Only on the Smart Phone is wrong

So no guidance from PLEX on who is the culprit Hdhomerun, Xfinity, Samsung, or NONE of the above? Just live with it
