I bought recently Samsung Tu8000.
when I start streaming the video got stuck 1 sec play and stuck screen I can Hear only voice.

That’s not an error.
From the Plex app on the TV, turn on the option to enable logging to the server. Replay that file, wait 30 seconds and hit stop. Then grab the log package from your server and upload it here. https://support.plex.tv/articles/200250417-plex-media-server-log-files/
