This is NOT a solution worthy of marking this “fixed”. Many Windows devices require intermediate scaling levels (125%, 150%, 225%, etc.). Round up or down to the nearest 100 still results in a user interface that is either unacceptably large or small for many. I travel with my Surface Go tablet (150%), and the new app is comically incorrect.
Which begs the question: How could you possibly have chosen a programming framework that does not support proper high-DPI scaling on Windows in 2019? It boggles my mind.

No, you cannot. This bug is still present as of Nov 2019. It took me a long time to weed through all the outdated “fixes” listed on search engines to find this obscure fix, only to hear you think it’s no longer an issue.
Adding the PLEX_SCALE_FACTOR was the only thing that fixed it in a new win 10 install.
