Hi all just got myself a raspberry pii setup with plex, I formatted the card to NTFS should it be fat32 as the scrolling is SLOW. I have turned cache to 30% . what I mean by slow is when scrolling the movies etc it takes a few secs to load the art?

The Raspberry Pi is not a high performance computer. It's very price-worthy, but no speed-demon, so this kind of delay is normal.
As for the filesystem format, that should not matter if you install RasPlex by a proper method, since this reformats the card.
By 'proper method' I mean using either one of the custom RasPlex install packages or a tool like "Win32 Disk Imager" to install the raw RasPlex image. This image contains its own filesystem format, which overrides whatever format you used on the card previously. The boot partition of the installed image will always be in FAT32, so you can mount it on a PC afterwards to edit the "config.txt" file if you wish.

It's not the client platform that performs the transcoding. That's always done by the PMS server.
So if your transcoding is sub-par, the cause of it lies in the computer (PC/NAS ?) running PMS.
That will not change because you switch to using the RasPlex client on the RPi, although this switch may change what target CODECs PMS will use for its transcoding, due to different CODEC support of RasPlex on the RPi versus the Roku Plex client. And the transcoding is naturally also affected by the client configuration, which may offer differing flexibility for RasPlex VS Roku.
