Does the Plex server and my account data visible to others
What do you have in mind?
There’s a number of posts and Plex’ privacy statements claiming they have no access/visibility to the content of your server. The privacy statement also details what information of your account is stored and for what purposes (long story short: login, identification…).

The default configuration of Plex server takes pains to make your server only accessible to you (and other Plex users with whom you explicitly shared your server).
What I need to know exactly is if my libraries are not accessable to nobody (other users, or hackers etc…)

If you don’t make any mistakes by opening up your home network and/or your Plex server in general, then no, others won’t have access to it.
There is no need for concern, just have a good unique password
If I use a VPN then ?
No, use of a VPN is not necessary. If you know a lot about networking, you can go and use one, but it won’t necessarily improve the experience.

I’m so confident in Plex’s security that I use a VPN with a application exception, this is called split tunneling. All traffic except Plex goes through the tunnel and Plex will work without issue. No need to remember to turn it off, remote access will work as intended.
