My proposed solution for broadcasting a message to currently active streams and new streams once started:
I am making an assumption that most users are not streaming to 10 plus clients at the same time.
Change direct streams to transcodes on active streams. This way Plex is able to modify the video being sent. - When it transcodes to alter resolution, have it embed the message like a server-side added subtitle.
This would not rely on modifying anything for each client hardware.
Set a timeframe to broadcast. If you are going to shutdown in 30 minutes(i.e. 16:00 local time), have the message appear for that long. New streams that are started during that period will be automatically transcoded and server-side added subtitle message will display from the beginning of their video (with updated minutes remaining and message). This will make them rethink starting to watch a movie/show.
This is a really great idea. I’ve been migrating my server to a new OS the last week. This could have been very useful to notify when my server was going offline as part of the process.

YES! Absolutely! They could even make the messages on plex.tv so when you do take down the server for maintenance, all shared plex user will know as soon as they load plex and hit your server that your server is down for planned maintenance…
or a scrolling marquee when browsing remote servers(Not when playing something though), only when browsing the libraries…
or a new setting within plex to email all friends with per-define messages.
I know, this has gone beyond sever side messaging but it’s all good…
Server to client messages would be sweet. Something easy to code also.
Like today I’m finally cutting the cord and there is one person remotely watching a movie. I have no way to contact this person by phone because it’s a co-worker… I mean I’m not at work so I can’t just walk over there and tell him. Would be nice to send a message to him “Hey after this movie please don’t stream anything else as I need to upgrade my network”.
The ability for them to send me messages back and place them in an inbox would be cool also. Then they could tell me when a movie doesn’t play correctly or something like that so I know.
