Server Opens but Unavailable

I’ve just upgraded to Windows 11. Been a long battle to get this far.
I have PMS installed, however when I open it does not allow me to add libraries. It will also eventually give me this message: A problem has been detected with a core component of Plex Media Server.

If I skip that section, then all options say: Server settings are unavailable. That includes any option for server logs.

I’ve done multiple installs, and completely removed the previous folders for a clean install.
Please help.
