Server settings are STILL unavailable after 1.30 update. MacOS - please advise

After resolving the issue of "Server settings are unavailable” (that myself and many other Plex users with a similar situation were experiencing beginning in October 2022 after downloading the public 1.30 update) by copying and reverting to a version of the 1.29.0.6244 that I had on an external boot drive - I noticed yesterday that the version 1.30 server was now available for public download. Experienced the same issue immediately - so I reverted back again. In mid December 2022 in the only thread that was allowed to remain up regarding this problem, a few posters with Plex Passes and the ability to download beta servers wrote that the 1.30 update “seemed to resolved” this issue for them. After which, the moderator closed the thread stating that the problem was resolved and that all the rest of us who were not signed on to Plex’s OPTIONAL paid service would have their issue resolved in January when Plex released 1.30 publicly. Well it turns out that that wasn’t the case. At the time, I felt that being able to have a working server with no issues should not be seen as a benefit of paying for Plex or the ability to download betas. That could imply that I needed to pay 4.95 a month to have a working version of Plex and I don’t believe that Plex would support that implication.
Anyhow it’s been many months and the bug has not been fixed. Perhaps it’s just me, missing something or improperly configuring my system - but I don’t think so. I did quit and re-start my server after downloading 1.3, but don’t remember if I restarted my computer at the time
