Was this ever resolved? I’ve been dealing with this issue for a couple weeks as I’ve been adding in some older archived material.
Windows 10 64bit (latest updates) PMS server, version 1.18.7.2457 (athough I have tried going back several versions and still seem to have issues)
i7 4770 machine with 16GB of RAM
When I add in TV files it will peg my Server CPU at 95+% for several minutes (with no other transcoding going on) and all clients will show the server as unreachable. At least for the Home Dashboard. Most of the time if I try to access a Library directly it will work (as long as I’m in Library view and not Recommended) As others mentioned, if someone is currently watching/streaming a show that show will continue to play fine during this high CPU event.
I don’t use preview thumbnails and have that turned off at both the server and library levels.
A lot of work has gone on to speed up db transactions and the changes are all in the latest beta 1.18.8.2527 - the improvements went into an earlier beta.
So if you continue to have problems when using the latest beta and after completing a Manage Server / Optimize Database, then please provide debug logs taken at the time and also a zipped copy of database collected after the logs are captured.
The download database interface is on the same screen as download logs
And please make sure you have debug logging enabled on the server beforehand - best before a relaunch of Plex Media Server
Attached are log files. A quick summary of what I did.
Cleaned Bundles/Optimized Database
Waited for Server to to go back to < 5% CPU
Shutdown Server
Restarted Server
Added (1) TV Episode (68 Whiskey s01e10)
Server went to 90+% and stayed there for over 5 minutes
Home Dashboard would not load (LAN connected), said server UNREACHABLE
Downloaded Logs and Database as requested
I can see there was a problem even before you added music album to scan at 08:44

Can you tell me what server library settings you have for On Deck ?
Number of weeks and maximum number of items
(I will continue to look at the rest of the logs - but the timing out for loading the dashboard here happened before the scan - this request took 79 seconds - well over the 25 seconds Plex Web allows)
I have sent you a diagnostic build with extra logging - please run with that and get me server logs when you get failures to load the dashboard - regardless of whether scanning media or not
I looked further into the logs and I saw that threads relating to Sync were holding on to the database excessively impacting the others.
So the factors so far:
On Deck settings - possibly too high
Scanning Media
Sync processes running at same time
Hopefully the diagnostics and getting a copy of the database and answers to questions about On Deck will help
I am having the same problem for a while now too. I am running PMS version 1.19.2.2737

I get playback issues any time my library is scanned. And only during the scanning.
I have tried posting my own threads with no responses from Plex, so I would also like to add my logs to be looked at please. I have paid for plex pass for several years.
My latest issue happened at 6:00 AM.
I have the very latest plex media server as of today, running on Windows 10 with the latest updates.
