Setting a maximum bitrate for 1080 while still allowing 4k content direct play

I’m running my primary Plex app on an LG Android TV, which can handle H.264 up to 30 Mbps, and H.265 up to 40 Mbps.
Some of my 1080p/H.264 content goes above the 30 Mbps threshold, and so the TV starts to buffer/stutter in those. Is there a way to set a static max quality for 1080p (e.g. 20Mbps) while still being able to direct play 4k?

What I’m after is automatic transcode for the 1080p content above the threshold, but mostly be able to direct play both 1080p and 4k.
I know that I can choose to transcode the video manually once the buffering starts, but this does not really pass the WQC (Wife Quality Check).

If the bitrate exceeds what your TV supports, Plex should automatically transcode it to meet that restriction. That does not require you to restrict the playback video quality.

As for your specific question: you cannot set a video quality for one format but not another.
