Sharing Library count larger than current library

Server Version#: 1.24.2.4973
Current OS: FreeBSD 12.2-RELEASE-p9
Previous OS: Centos 6.7

I have searched and read through various Plex topics and articles on this, but seems none of them fix the issue. My issue is with sharing library count being much higher than total libraries I have.

Scenario: My existing Plex server was corrupted and I had to rebuild from scratch. I gave it a different Plex Server name (Server 3.0) and created my libraries. I have total 9 libraries on this server. When I go to share my libraries, it is showing I have total 23 libraries. I followed the steps of verifying under “Authorized Devices” that I only have one server listed, Server 3.0.

I also, as a test, removed one of my family members email from "Users and Sharing: and then added him back and it still shows “23 shared libraries>” I read in several recent topics (last article I found was 2019) that this is a known bug and it is getting fixed in future releases. I made sure that I am currently running the latest version so it looks like the bug or fix has not been addresses.

My questions is has someone found either a work around or a sure way to clean up/remove old libraries? Thank you.
