Sharing no libraries shares all libraries

I created a new managed user on my Plex server and shared no libraries with the user. When selecting that user on the IOS App all libraries are available to the user. Expected behavior would be that no libraries would be available to the user.

Server Version#: 1.21.2.3943(Windows)
Player Version#: IOS Plex App Version 7.12
