It seems due to a recent upgrade (tvOS or Plex) that the Shuffle feature is all messed up for me.
Every time I try to shuffle episodes for a show, it keeps wanting to play/resume the last episode played. Same thing if I try shuffling a particular season. And if it doesn’t do that, it just plays new seasons only (unwatched?) and plays in consecutive order.
The only other thing I can think that I changed was that I enabled Home Users on my Plex Server. But I don’t see why that would break shuffle.

I second this issue. I have not changed anything of which I am aware. The only difference is the Apple TV Plex App updated itself in the last few days and since then shuffle isn’t working in any of my TV shows (looking at all seasons). Shuffle seems to work when I use it from within a season selection.

I have now found this to be an inaccurate statement.
Although, when “casting” a shuffled episode directly from the Plex Server interface to my 4th Gen. Apple TV, it works properly. Shuffle also seems to work properly in the iOS Plex v4.25 app on iOS 11.2.6.
