I don’t know exactly why some are experiencing the issue while some other people don’t. The only certain thing we discovered is that only the latest Apple TV 4K model is affected (3rd gen - 2022). Also, this playback issue is software based as it was introduced with version 8.18. It was impossible to reproduce with version 8.17, as tested by myself and other people.
