I have a Nexus 7 2013 that is compatible with a lot of different media formats. So why do I always have to transcode when I want to Sync? If the file/media is compatible with the playback device, the file should just be copied instead of transcoded. Better quality and faster.
Please allow simple copy for Sync when the media/file is compatible with the playback device; skip the unnecessary transcode for better quality and speed.

Yes, it makes no difference. The media varies, from 500 MB to 3 GB.
On my android if I set Highest Quality my mp4/aac (Which I have transcoded all my media to) files are just downloaded straight to my Android without any Transcoding and the exact size they are on my Plex Server.
So you must have something in the files Plex thinks Android will not be able to natively play.
You can do this now by editing the profiles that are included with Plex for the devices that you are trying to sync to. Now before you edit them realize that they create these profiles to maximize playability and they know what they are doing :)
Plex has this issue, on the local network with DLNA. Some devices like the PS3 can play some common media files, but they still get transcoded. The profiles might not be extensive or necessarily accurate, I don't expect the developers to have every possible device and computer combination.
