Do you have streaming brain enabled? I ran into the same issue using an Android Client remotely and when I disabled streaming Brain, I was able to time shift properly. I had posted that issue a few weeks ago and a Plex Team member stated they were looking into it and it was a known issue.
I did have streaming brain enabled. I just turned it off and tested on one of my servers and that seems to have resolved the issue.
Hopefully its something that can get ironed out.

I can’t playback a recording at all while it’s recording. It throws an error and exits on my Roku and on Android it crashes! I can’t even get to the point of choosing to watch it from the start or live. It doesn’t work AT ALL! Server and playback apps are all up to date, even tried the beta version of Plex for Roku and that also doesn’t work. Basically, the live TV and DVR feature is totally non-functional. And don’t even try to get support from Plex, there’s no ability to get support from Plex even as a paid customer. Don’t buy this service! Get YouTube Red or some other service instead that actually works.
Tried it from Windows too (Chrome) with the same results. I’m running Plex from a QNAP NAS (i7 processor with 16GB RAM). Something is seriously wrong, but without a support channel, how could anyone ever report a bug to Plex?
This feature was working for me until the most recent windows client update. Now it does not ask to watch from the beginning.
There are lots of issues with TV and DVR in the latest release.

Just had this same issue when recording the cowboys/colts game on 12/16/18. I came home after missing first 30 mins or so and clicked on “watch from beginning” and it just went to the live game. It was about 45 mins into the game. I also tried just clicking on the rewind but it only seems to go back a few mins. Seems to be recording fine so assume I won’t have an issue once it’s completed, but trying to watch mid recording from the beginning is busted.
So annoying. I haven’t been using Plex recording much except for some kids shows and this was the first time I’ve tried watching a recording mid recording. My wife always complaints about Plex not really working and this just adds to her complaints.
I am using Nvidia Shield with HDHomeRun Prime (cable card with Frontier). I guess I’ll just keep using Live Channels for live tv and Plex for recordings when I can wait for recording to finish.
Since you’re on the Shield, install kodi on it. Then just navigate the folders of your storage platform and play the recordings in progress back via Kodi. This will allow you to play it back from the beginning up to the timeline of the recording when you start.
Typically works well when the game is half recorded already. You’ll be able to watch the first half and it quits (caught up). Then you exit and go back in to resume and watch the rest of the game.
It’s a pain but better than not being able to watch from the beginning!

Actually install the port called SBMC which is even easier to use and to access files directly on the file system. Sorry, forgot to mention that earlier. I have both but SBMC is easier to navigate and can be used for the purposes mentioned here quickly after the install with little/no configuration.
This seems to only work 50% of the time, i’ve been trying to work out if there is a pattern but i cant seem to see one.

This happened to me just now. When I click play it doesn’t even offer the choice to play from the beginning or go live. Previously I have got that option so something changed recently.
Curiously, I noticed that plex is using two tuners for the same channel. Presumably one for the recording and one for the live watching.
Another side note is that the tuner is Quattro, and it is having dropouts despite all the quality numbers being 95+.
I went back to EyeTV until this mess is sorted out. Not as nice an experience, but it works. Better than the HDHomeRun app too.
I can’t find this on my Ubuntu Plex settings anywhere.
Where specifically is this setting supposed to be locages?
Got the same problem with Plex server on latest version 1.14.1.5488 running on windows 10 with different clients, mobile android app, Nvidia shield, Roku.
No watch from the start option on live tv recording. Was working fine this autumn.
I am having the same issue (tested with Roku and Shield clients) using PMS 1.14.1.5488. It used to allow my wife to play morning shows (Good Morning America, Today Show recorded using HDHomerun Quattro) from beginning (worked about 50% of the time), but now only allows her to go right into live TV.
Same problem here except that the Watch from Beginning never works. It always just starts playing live TV. This happens for all shows no matter how long the program is scheduled to record. The little woman is ready to throw Plex and me out of the house. Please fix this.
