I have a few people streaming Plex from my Plex Server, in New Zealand, when they watch content from my Plex is the data traffic within New Zealand?
What do these mean" as different users are using

That means the server is transcoding the video stream, using the GPU to encode the video stream
(there is however no hardware used to decode the video stream prior to that). This can be due to a number of reasons.
Not sure about the ISP having inner-NZ routes setup for Plex users, you think they would when my data usage hits 1TB month.
All my users are in NZ.
Would I also be adding to data usage using Plex at home?
You might, if your DNS resolver (i.e. your router) has DNS rebinding protection. You might want to keep a close eye on the Dashboard in the web app while playing on each of your local clients.
It should tell you whether the client is seeing the server as local, remote, or indirect.
Also looking at bandwidth usage, is this graph accurate? so last 30 days says Remote 391GB and Local 132GB so it does look like I am being charged to watch Plex from my Apple TV
